During the first year of his term, Governor Jack Markell grappled with the most severe recession since the Second World War, the end of auto manufacturing in Delaware, rising unemployment, the near collapse of the financial services sector and a budget shortfall, at $850 million, of historic proportions. Substantial tax and fee increases, $150 million in federal stimulus funding and some cost cutting allowed the State to pass a balanced budget at the end of June - or so we thought. The recent federal court ruling that Delaware must employ parlay bets and may only allow betting on NFL games will certainly impact the revenue the State can expect.
The Markell administration will enter its second year facing another session of significant challenges. There does not appear to be a second stimulus package in the offing; employment expense and retiree obligations continue to present a growing problem; and there will be little appetite for truly difficult decisions in an election year.
